Sir,

I am directed by the Postmaster General to inform you that careful consideration has been given to the remarks made by the Acting Postmaster General of Hong Kong in his report of the 12th of December last, a copy of which accompanied your letter of the 9th of February last, upon the draft Agreement prepared by the United States Post Office for an Exchange of Money Orders between Hong Kong and that Country.

This Department is disposed to concur with the Acting Postmaster General in thinking it desirable that the Orders issued in either Country should be handed to the remitters for transmission to the payees. It is always well to adopt this arrangement when the separate systems of the two Countries permit; and, as the systems of the United States and Hong Kong are practically alike, and even the currency is of the same denomination, it is probable that the United States Post Office would find no difficulty
